Description
The Forestry Program Manager is responsible for the management and oversight of the Forestry Program on the Port Madison Indian Reservation, and works directly with the Natural Resources Director in setting priorities and implementing actions. Incumbent manages and mentors program staff, updates and implements the Port Madison Indian Reservation Forest Management Plan, communicates and coordinates with the Bureau of Indian Affairs, develops and manages program budgets and grants, evaluates program capacity and needs, and develops strategies to address priorities.
Requirements
- Manages Forestry Program staff.
- Develops and manages Forestry Program budgets, grants, and contracts. Updates and implements the Forest Management Plan.
- Develops applicable documents and conducts other actions needed for the management of forestry lands within the Reservation.
- Prepares and implements the silviculture prescriptions directed by the Forest Management Plan that include timber harvesting, reforestation, and plantation maintenance.
- Manages timber harvest and other forest revenue-generating activities on Tribal allotments in compliance with federal environmental and forestry regulations and, to the maximum extent possible, in coordination with BIA support services.
- Provide annual reports to BIA on forest management plans and accomplishments; and funding.
- Maintains Forestry Program inventory including tools, equipment and associated storage facilities, assigned vehicles, and forested trust land access gates and roads.
- Maintains necessary property records on allotments within the Reservation for conducting forest practices.

QUALIFICATIONS:
- Minimum Bachelor of Science Degree in forest management or a related field, from an accredited four-year college or university, and at least four years work experience with forest practices including timber sale layout, forestry contract administration, timber cruising, commercial herbicide applications, and forestry data analysis.

Minimum Associates of Applied Science degree in forest technology or a related field, from an accredited community college, and at least six years work experience with forest practices including timber sale layout, forestry contract administration, timber cruising, commercial herbicide applications, and forestry data analysis.

Ability to obtain Washington State Department of Agriculture Private Pesticide Applicator License within the first 12 months of employment.

Experience with GPS data collection, data recording and record keeping

Knowledge of Microsoft Office programs, ArcGIS mapping, and timber cruising software Experience in writing grants and/or funding proposals is preferred

Specific Knowledge, Skills and Abilities

Knowledge of: forestry management practices on tribal lands; applicable federal environmental and forestry regulations and policies; forest management planning and sustained yield management practices; economics of timber management; and, maintenance of forest roads.

Ability to: manage forestry program staff, budgets, grants, and contracts; mentor forestry staff; effectively communicate information, both orally and in writing; demonstrate knowledge of forestry and silviculture practices; review applicable scientific information for the management and protection of sensitive habitats and multi-use resources on forest lands; meet environmental compliance requirements; adhere to strict confidentiality of all information and records; complete reporting requirements for accurate accountability of forestry field operations; and, safely operate and maintain forestry-related power tools and vehicles.
